Yes you do need to get a permit through City Hall to photograph on the beach in Laguna. Your photographer should be able to secure the permit prior to the session. Should my photographer a lighting equipment when shooting on the Beach in Laguna?
Absolutely! It is very difficult to get a perfect exposure of the ocean, and the perfect exposure of a subject at the same time. If the family being photographed is turned toward the sun, they will have a hard time opening their eyes. If they are backlit, their faces will be dark so a reflector or a light is essential for a perfect image.
